Hoa Lu is a district located in the center of Ninh Binh province, surrounded to the north and west by Ninh Binh city, to the north by Gia Vien district, to the west by Tam Diep town, to the south by Yen Mo district, The east borders Y Yen district, Nam Dinh province and Ninh Binh city.

Area

Hoa Lu has a natural area of 139.7 km² and a population of 103.9 thousand people (2003). 11 affiliated administrative units include Truong Yen, Ninh Hoa, Ninh Giang, Ninh My, Ninh Khang, Ninh Xuan, Ninh Van, Ninh Hai, Ninh An, Ninh Thang communes and Thien Ton town.

Established

Hoa Lu district was established on April 27, 1977 by merging Gia Khanh district (Trang An district) and Ninh Binh city then belonging to Ha Nam Ninh province. Ninh Binh town was transformed into Ninh Binh city, the district capital of Hoa Lu district. On April 9, 1981, Ninh Binh town was re-established, separated from Hoa Lu district. Hoa Lu district headquarters moved to Ninh Khanh commune. After that, the land of Hoa Lu district was divided many times and merged into Ninh Binh town. Since 1991, Hoa Lu has belonged to Ninh Binh province with the center being Thien Ton town. In the future, due to the urban development pressure of Ninh Binh city, it is likely that the area of ​​Hoa Lu district will gradually be transferred to this city.

Ancient capital

The Hoa Lu Ancient Capital relic site has an area of more than 13 square kilometers, nearly 1/10 of the area of Hoa Lu district. On the other hand, a small part of Hoa Lu ancient capital is located in Ninh Binh city and Gia Vien district. Therefore, the concepts of Hoa Lu district and Hoa Lu ancient capital are only relative in terms of subject, one is an administrative place and the other is a historical place.

Hoa Lu is a famous land of Vietnam with a glorious historical tradition, once the first capital of Dai Co Viet - the capital of unified Vietnam in the 10th century, where the three dynasties of Dinh and Dinh dynasties were founded. Le and Ly dynasties with 6 kings: Dinh Tien Hoang, Dinh Phe De, Le Dai Hanh, Le Trung Tong, Le Long Dinh and Ly Cong Uan.
